On paper, the Core Focused tool is the best tool to use when repairing a single dropsuit that is in serious need of Triage...
However in battle situations, many people are clustered and moving around quite a lot. The resulting chaos, in my experience, has been the blocking of a confused blueberry while the intended repair target moves too far out of range and proceeds to die because the Core Focused has an abysmal 7.5m range.
You could argue that the repair tool gets boosted to 11.25m with the Minmatar Logistics 5 bonus, but an advanced or prototype repair tool will reach out to a base of 15m with a boost of 22.5m.
Not to mention, when you are repairing two targets, you have effectively doubled the 70 reps/s base or the 88 reps/s base on the Triage. Boosted that goes to 87.5 reps/s and 110 reps/s on Triage for one target.
In other words, repairing 2 targets at the same time with the Minmatar Logistics 5 and Six Kin Triage Repair Tool means 220 reps/s.
Final answer: Six Kin Triage Repair Tool is the way to go. You can't repair what's out of range.
(Bonus answer: If you have Minmatar LP, the REAL repair tool to use in the Boundless Repair Tool, which repairs more than the Triage, uses 2 less PG, and doesn't receive diminished effected repair vehicles or installations like the Triage does. It is THE ultimate repair tool.)

Another thing to note is you only receive Triage points from a friendly who has recently damaged an enemy in the last 30 seconds or 1 minute. Again, I'm not sure of the exact timing, but I do know I have had squadmates that I normally run with purposefully get damaged in order for me to earn Triage. I would not get points of them, but other people in the area that were battling came by and I was able to get Triage points off them, letting me know I was not on Triage Cooldown. Further, once I told my squadmates this, and the moment they dealt damage to the enemy team, I began to receive Triage points.
It's actually quite a complicated system when you start explaining the entire process.
